What opsen measures, what it finds, and what it will change.

opsen is financial infrastructure for software engineering. It meters what your company pays for engineering tools: GitHub seats, Copilot and Actions minutes; GitLab, Azure DevOps, Jira, Confluence, Bitbucket, JetBrains and CircleCI; Claude Code, Cursor and the OpenAI API.

It attributes that spend to people, repositories and workflows, finds what is paid for and not used, and takes it out when someone with the right role approves.

GitHub is read through the GitHub App. Every other platform connects with a read-only key in settings. Companies without GitHub start a workspace. Installing or connecting changes nothing.

What a report contains

One number, what you pay for and do not use, made of findings. Each finding has a monthly figure, a line saying how it was measured, and the rows behind it.

Each connected platform adds its own findings: GitLab, Azure DevOps, Atlassian, JetBrains, CircleCI, Cursor and OpenAI.

What opsen will change

Nothing, until an owner or admin presses a button for a specific action. Every action can be undone:

Reclaim Copilot seats Seats go to pending cancellation; access lasts to the end of the billing cycle Reassign the seat
Cancel invitations The invitation is withdrawn and its seat freed Invite again
Disable a schedule The workflow is disabled Enable workflow in the Actions tab
Open a fix pull request A branch and a pull request; nothing is merged Close the pull request
Remove or downgrade a platform seat GitLab members removed or deactivated, Duo seats unassigned, Azure DevOps users moved to Stakeholder, Atlassian product access removed, JetBrains licences revoked Give the seat back on the platform

Removing people from a GitHub organisation is not an action opsen offers. The report lists dormant GitHub seats and exports them as CSV.
